POSITION TITLE:     Senior Policy Analyst
DEPARTMENT/DIVISION:   ACE Center for Policy Research & Strategy
POSITION SUMMARY:
    The Senior Policy Analyst is a qualified and experienced individual who conducts research that furthers the development of public policy agendas and in support of the mission of the American Council on Education, Center for Policy Research & Strategy. Areas of research include: federal policy (financial aid, regulation); state policy; technology-enabled learning; lifelong learning; access, equity, diversity, and success in higher education; P-16 connections.
ESSENTIAL JOB DUTIES OR TASKS:
  • Conduct quantitative and qualitative research and analysis including conducting literature and policy scans, designing and performing data analyses, and summarizing findings. 
  • Write reports, briefs, concept papers, PowerPoint presentations, memos, and other content to disseminate research and policy analysis to key policy and institution audiences. 
  • Track developments in postsecondary education issues in the media, legislative and regulatory activity, and research and respond to time-sensitive requests from media and policymakers. 
  • Collaborate with and provide research assistance to other ACE departments and staff as required including:  Government Affairs/Communications, Center for Education Attainment and Innovation, Leadership Programs & Center for Internationalization and Global Engagement.

EDUCATION/EXPERIENCE/SPECIALIZED KNOWLEDGE AND COMPETENCY REQUIREMENTS:
  • Master’s Degree in Education Policy or related field required, PhD preferred.
  • 3-5 years policy analysis experience in higher education.
  • Strong working knowledge of federal and other national higher education databases required.
  • Experience with postsecondary datasets such as IPEDS, BPS, and NPSAS required.
  • Demonstrated ability to conduct analysis using SPSS and/or STATA software required.
  • Knowledge and experience with both quantitative and qualitative research required.
  • Evidence of strong writing and communication skills required.
